Political factions upset by Nazurrati's potential closure encourage riots in the streets as a form of protest, hoping for its continued operation and concerned what the future may hold if the closure is successful.
Glimmerhaven, known as the Jewel of Baywood, is one of the major city-states in Talerand. Led by the youngest of the archmages, Oklop Shimmershield , it has become a beacon of peace and stability that few can match. The city-state protects and allies with its neighbors such as Wardenvale , generating prosperity for itself as well as others. Even Saruben profits from Glimmerhaven's policies, though many residents under Chinthu Searskin 's leadership are eager to move to their northern neighbor.
Known as the city-state of commerce and lore, Lorenrock stands as an example of peace and prosperity to all of Talerand. Under Archmage Gurgin Wulfgar , the city-state does not entangle itself in foreign conflicts. Those who travel here are met with eager merchants and the endless debates between loremasters of the Lorenrock Library.
While the Chaos Court exists to provide some degree of leadership, much of life in Penkurth is made by the individual. Here the people believe life is chaotic and fate is unknown, so one should simply live it. However, they still respect the Norolkin Wizards who provide much appreciated warnings of when and where Filadere's Mistake may unleash an Aether Storm.
Unlike the other city-states of Talerand, Penkurth is dominated by warlocks and wild mages rather than the more studious wizards. Despite this demographic, many wizards of the world come to Penkurth to study Filadere's Mistake and, if they're lucky, the odd and dangerous properties of aether.
Wars from long ago have taught Sanctum the price of violent ambition and the impracticality of nobles' petty squabbles. Now ruled by Archmage Capon Madris , Sanctum has no noble class within its walls, only citizens who earn what they have and a workforce that has adapted to handle the blistering cold of the tundra. The city-state has learned to survive on its own since being isolated by Sarcgheel's Scar.
Home to the Archmage of Evocation Chinthu Searskin , Saruben boasts unrivaled sheer magical force. The city-state follows a simple rule: "Might makes right," drawing to it the most powerful of evocation wizards. While the portside of the city-state is tolerable for foreigners, as one delves deeper, they begin to see the true Saruben. The streets are filled with "criminals" a misnomer since one need only the capability of doing something for it to be deemed legal. There is no safety guaranteed in Saruben without the right connections and gangs rule supreme.
While the city-state provides a chaotic existence, all within its walls fear the power held by their archmage. It is said that at night, flashes of arcane light from the tip of the Elemental Spire spread across the streets, a demonstration of Chinthu's unbridled power.
Home to the Archmage of Transmutation Balagog Steelflesh , Vaalstat is much like its leader: strong, unyielding and formidable. During the Age of War, there were several attempts at breaching The Vaal Gate , but none succeeded. The city-state eventually found a place outside of war with the ending of the Fourth Age, becoming well-respected throughout Talerand. While Lorenrock is better known for its trade, Vaalstat is no stranger to providing much needed steelwork to the rest of the world. An adventurer passing through may find themselves in a rough city-state, but there is a remarkable efficiency to the way its run.
